Is this right? Is the injured party being informed of 2 things. The document is entirely developed to informing the injured party of their rights.
There are examples of this document on the internet.
The injured party is clearly being informed of his rights (the second part). The first part is the bit I don't know. Is the civil guard informing the injured party that the latter has reported the offence? Or alternatively is the injured party reporting the offence to the civil guard (therefore the informing is taking place in 2 directions) - this would be more logical but there is no evidence of this in the rest of the document. I need to understand the meaning of the first part. Many thanks.

Explanation: As you say, it is what it is. The specific equivalents will vary from country to country. My suggestion is a broad, general definition. I don't understand what you mean by "The document is entirely developed to informing the injured party of their rights." Are you a native English speaker? I ask because the use of "injure/d" here seems odd to me...
