En el caso que los INMUEBLES no puedan ser utilizados por LA SUBARRENDATARIA, en los términos descritos en el presente contrato, debido a (i) la falta independización en el catastro municipal y asignación de numeración respectiva de los INMUEBLES; (ü) la falta de inscripción de los INMUEBLES en los Registros Públicos; (iii) que las áreas comunes del edificio dónde están ubicados LOS INMUEBLES no cuenta con el Certificado de Defensa Civil; o (iv) que no se renovado el referido Certificado de Defensa Civil, LA SUB-ARRENDATARIA no estará obligada a cumplir con el pago de la renta referida en la presente cláusula

This is speaking of "independización" in the municipal cadastral registry, which is a registry of land and land boundaries, as opposed to the land registry, which is separate and which is a registry of ownership (title) to land.
If the property has not been given a separate registration (i.e. severed from surrounding property) then the sub-tenant is not free to use it as set out in the contract.
I have no refs. just based this on my knowledge of countries that have separate cadastral and land registration systems.
