Yes, according to your references and to what I've been able to investigate, they are amounts paid by lawyers before starting a lawsuit or litigation (apparently, a percentage of the amount claimed in the lawsuit). But please note that, in this case, they are not paid to the Bar Association, but to the "Caja Forense", which is a different body (still trying to determine a suitable translation for it). And also, I’m afraid the term 'litigation fees' refers to the costs/expenses deriving from a litigation (paid by the parties, not by the attorney). Maybe a safe option would be “litigation contributions”, but that doesn’t seem to be a frequent term.
