coming back to this, I would go for "unlawful act" and it seems colleagues are divided on the subject, so let's see if we get any more ideas and feedback on this...

agree  Sandro Tomasi: Unlawful act would work as well, but I think wrongful act captures the tone much better. // Change of opinion: since it is regarding a statute, I would go with unlawful.
