to sell the property title

Explanation:
in the context, the phrase "la titulación de la propiedad" refers specifically to a property title and "realizar" denotes the transaction. This fits the context as well which is discussing property laws.

disagree  Robin Levey: The ST is talking about the process of making the deeds match the facts 'on the ground' - nothing to do with the sale of a title.

register the title deeds

Explanation:
I think the context makes it clear that this refers to the registration of the title deeds.

And the relevant authorities messed up and registered his title to the property in the wrong parcel, apparently a frequent occurrence before the reformed the Real Estate registration law/process.

e.g. so the last sentence "Posteriormente este inmueble fue ***titulado correctamente dentro de la parcela 4 del distrito catastral 0, fue deslindado y vendido." would be

"...the property was subsequently registered correctly in parcel XXX....etc"

Can't see the idea of selling property here.

Notes to answerer
Asker: Gracias Andy y Robin. Sólo para aclarar un poco más el contexto, les cuento que se trata de un documento que viene de República Dominicana.

agree  Robin Levey: Yes. And the process described the last paragraph would be known as a "saneamiento" here in Chile (i.e. making the deeds conform to the facts) - don't known what it'd be called in AR.

Property/land registration.

Explanation:
In the text, it means that the person tried to register the property in the act No 108 of the property registry, but the propcerty was registered as if it were located on a different plot or area which does not belong to the owner.

disagree  Robin Levey: There is no "act No 108 of the property registry" - 108 refers to "la nueva Ley de Registro Inmobiliario"
