On the title page of the Panamanian "Official Gazette": Numero Suelto: B/.2.20
Explanation: This is a little bit of a guess, but B/2.20 does appear to be the price, so I think it probably refers to the price for a single "loose" issue, rather than as part of a subscription (i.e., the newstand price). Hope this helps.
