The Pharmaceutical Price Regulation Scheme regulates the prices of about 80% of the £6 billion pound's worth of drugs dispensed by NHS doctors every year. This drugs bill has been rising by about 5% a year in real terms over the last decade, leading many commentators to call for harsher price controls to be introduced when the Department of Health undertakes its 5 year review between Autumn 1998 and Spring 1999. However, this is a contentious issue in the UK where the pharmaceutical industry is arguably our most successful high-tech industry and accounts for about 25% of total UK research and development expenditure.
