Explanation: The phrase "designated legal counsel" is an acceptable synonym for "attorney of record." Please note, however, that "special agent" is not at all the same thing as a "special attorney" or "special counsel," both of which are lawyers employed by the Attorney General of the United States (or of any individual state) in matters involving the public interest. -- Hope this helps, HC
