Appears at the end of a certificate. Seems to be typical usage in Venezuela only.
[This] certificate is issued as requested by the interested party.
Explanation: When they don't use "party", I still tend to add it, as it is inferred. For example: "Esta constancia se expide a petición del interesado(a) ...", which would be: This certificate is issued on behalf of the interested [party].
