I would avoid translating this (they tend to sound terrible when translated), if possible, just paraphrase its meaning, which you can deduce from the context.

If absolutely necessary, I suggest:

(General) Transport & Communications Act

or

Law of (general) Transport & Communications

(You see! It looks awful! The problem with laws is that they include/exclude different things in different countries, so you have to be careful translating them.)

There is also the possibility that telephone, satellite etc communucations are referred to! This you'll know from your context hopefully.
