To my ear, the literal English equivalents ("licensee" and "licenciate") don't have quite the right ring.

Your choice will probably depend on the context and on what you can infer about the person's position. Often the best course is to incorporate that information and let the title indicate the person's status -- for instance, "Civil Registry Officer," "Civil Registrar," "Civil Registry Clerk," "Sworn Officer," "Sworn Clerk," and so on.

Loma: It's simply the Civil Registry, or, if you will, the Civil Registry Office. Done lots and lots of them in my 19 years as translator.

I live in the USA and I am married to an american. I have checked my own marriage certificate and in it I cannot read the words CIVIL REGISTRY.

However,the term Civil Registry does exist.

Releasing of Documents is being done at the NSO EDSA Branch, located at Vibal Building, corner EDSA and Times St. beside Marco Polo Restaurant.

Documents are no longer processed at the NSO Office in Sta. Mesa, Manila. The public is hereby advised to proceed directly to the NSO Quezon City Branch offices.

In any case, I would keep "oficialia del estado civil" and -- if it is for the UK -- add [Registry of Births, Marriages and Deaths] OR [General Register Office]. The context is obvious enough, I think.


SEE FOLLOWING EXAMPLE:
If your birth certificate is issued in the UK, make sure that you obtain the full-length certificate from the Registry of Births, Marriages and Deaths if you do not already have one. (The full certificate is A4 size, the short version is smaller.)
