Alcaraz Varo gives 'suspension of prescription by operation of law' for 'interrupcion de la prescripcion'.
You do not say what sort of text it is. If it is a legal document to which you need to adhere quite strictly, my proposal for the whole phrase would be:
"X's wish to suspend prescription by operation of the law in respect of the proceedings brought against him with regard to Y...".
An alternative could be: "X's wish to suspend the statute of limitations governing the proceedings brought against him with regard to Y...".
