This is why I said it has got to be a piece of legislation or similar, since you can't have an article of a committee or commission! Any more ideas?

Thanks ... though I'm not sure I agree with Alcaraz on this one. I don't think "contentious-administrative" would mean anything to a (UK) English speaker. I prefer "judicial review".
