If this precedes the name of a signing officer, I think it may be P.O. rather than P.D. This is often written before the signature and stands for "por orden" if it is being signed by someone other than the officer in whose name it is being signed.

The Diccionario Comercial I-E/E-I is a little dictionary, but has a good list of abbreviations such as this.

I think that Joan is right. It MUST be P. O. (by order of), because P. D. in Spanish is Post Data, or in English, Post Script (P. S.) I don't think that would make much sense in a divorce decree.
