"Jefatura Civil" looks to me from afar as an odd combination of Civil Registry (you can register births there) and Prosecutor's or Police Office (people go there to file complaints of this sort). Anyone has some specific knowledge as to how the Venezuelan "Jefatura Civil" works out?

That would be my sugesttion for an all-encompasing kind of office. Jefatura can also be Headquarters but that would sound weird in English, i believe.
