EARLY-RETIREMENT [OR PRE-RETIREMENT CONTINGENCY] PLAN
Explanation:
To be perfectly honest, I think "Early Retirement", as you yourself put it, is just fine. However, given the text that appears in your context (e.g., "Crisis por Despidos Laborales"), I would be tempted to put: "Early Retirement [or Pre-Retirement) Contingency Plan". This is just a suggestion and an idea.

Hope it helps:-)

Aquí aparece explicada:

"Early retirement
--------------------------------------------------------------------------------
Persons with a private pension plan can also take advantage of a measure facilitating early retirement.

If you are thinking about leaving the job market before the normal retirement age provided under your private pension plan (usually 65), you can receive a temporary pension from your private pension plan while awaiting your pensions from the public plans.
In addition to your life annuity, that is, the pension paid by your private plan until your death, you could also receive an additional income (temporary income) from the same plan. The amount of the temporary income is equivalent to your Québec Pension Plan and Old Age Security pensions. The temporary pension can be paid to you until age 65.

To be entitled to it, you must be less than 10 years away from the normal retirement age provided under your private pension plan and you must not already be receiving a temporary pension from any other private pension plan.

The temporary pension can reach 40% of the maximum earnings on which you can contribute to the Québec Pension Plan, that is, 14 960 $ for 1999. However, if you ask for a temporary pension, your life annuity will be reduced accordingly".
