See below: Explanation: Protesto lo necesario: this a formula, in Mexico, that we lawyers place on documents presented before a judge. Basically, a statement that we acknowledge to conduct the proceedings in accordance with the law and in good faith. This would be similar to saying: "Under oath". I usually translate "fracción IV del Artículo 5 del Código Civil (example)" as paragraph IV of Article 5 of the Civil Code. I translate Colonia, used widely in Mexico, I live in Colonia Roma Norte, as Subdivision, since districts usually mean a political voter division. Best of luck!
