I usually translate "fracción IV del Artículo 5 del Código Civil (example)" as paragraph IV of Article 5 of the Civil Code.

I translate Colonia, used widely in Mexico, I live in Colonia Roma Norte, as Subdivision, since districts usually mean a political voter division.
