Se trata de un informe sobre las acciones procesales administrativas de una empresa de agua.

Res. Nºxxx/00: Se IMPUTÓ al Operador del Servicio como responsable del corte de segundo roden en el suministro de agua potable que afectó...

Qué me sugieren? Al tratarse de procedimientos administrativos, no quiero poner un término que resulte muy "fuerte".

Es mi sugerencia más liviana; "charge" y "accuse" implicarían acción penal.

Para usar "attribute" e "impute" diría que hay que dar vuelta la oración y poner "la responsabilidad por el corte etc etc" como sujeto.

Algún hablante nativo para que opine??

En mi humilde opinión, para esquivar el problema de dar la impresión en tu traducción de "acusaciones formales o legales en contra del operador" (que creo es tu dilema), yo te sugiero:

"the service operator:
1)was held to blame for cutting off..
2)was to blame for cutting off..
3)blamed with [or, for] cutting off..

Creo que cualquiera de estas 3 opciones te podría servir pero personalmente, yo optaría por el número 1. Al fin y al cabo mi hija, la elección será tuya.
