on your context. A "tender" refers to both the document that contains your bid, as well as the entire process. "Bid process" only refers to the process itself. "Bidding" is the process and the type of procedure, but not the document. "Bid" is the document and concept, but not the whole process. It's also somewhat regional. For something like you're looking at, I'd support Paul with "official tender documentation", with an alternate of "official bid documents".
