Could it be in Spanish "rocedimiento"? instead of "pedimento", then

The Spanish is incorrect, but it means "bill of lading." I just dealt with this myself and there is no true direct translation.

The second phrase is equally poor in the original, but I believe those who've suggested import permit are correct

I didn't find "pedimento de importacion", but I did find "pedimento de aduana", which means "customs declaration" (at least in Ecuador), according to Robb's Dictionary of Modern Business. Depending on the context, "pedimento de importacion" may be referring to this, as opposed to an import permit...
