Civil Code.


Explanation:
For civilians this would be the laws that govern society.
But...
The [US] military for example has its own code of law, too, which is called the UCMJ (Uniform Code of Military Justice).

There are actually two codes


Explanation:
the one you are referring to, the Civil Code which contains substantive provisions in civil law systems (such as the Mexican legal system) and the Civil Procedure Code, for legal proceedings in civil matters. They are two different codes and your text makes reference to the first.
