Explanation: It's not very clear what the "transfer event" is here. It may be a transfer of goods or of money - from the little context you give, I suppose it must be money. So a "non transfer event" would be a failure to effectuate a bank transfer of money.
"Un prestatario no paga la suma garantizada por falta de transferencia."
Explanation: I interpreted this to mean that something was not transferred from one person to another or from one document to another; therefore I would use the verb "transferir" in the past participle form.. I might also use "intransferible" if we want to convey the idea of an inability to transfer something
