so OK you "legal seagulls" what does this wonderful legal gobbledygook actually mean please? :-)

I could hazard a guess, but I'd prefer a confirmation from someone used to these tortuous phrases. They don't write 'em like that in the catalogues, instruction books and articles I'm used to translating :-)
