Tengo esta frase: "Cese de las reservas de carga"
Es una frase suelta en medio de una lista de medidas para la reforma del sector de transporte fluvial y marítimo. En castellano encontré esto: "Una de las estrategias diseñadas y aprobadas consistió en estimular la industria mediante subsidios en dinero, la Ley Jones y la reserva de carga para la carga del gobierno".
Alguien tiene idea de qué es exactamente la reserva de carga y cuál es el equivalente en inglés?

Se trata de la exclusividad para las naves de bandera, por ejemplo. Es un privilegio, que puede llegar inclusive a monopolio, por el cual las cargas XXX deben contratarse con empresas con determinadas características.

Tal vez la siguiente referencia te pueda ayudar un poquito. A partir de ella entiendo que "reserva de carga" se refiere a las leyes o estatutos que controlan la preferencia en el transporte de carga federal.

"The Maritime Administration (MARAD), now part of the Department of Transportation (DOT), was created in 1950 to ensure that the U.S. maintained a domestic maritime fleet in case of a national emergency. MARAD spends more than $200 million annually to implement a series of maritime laws and programs that shield U.S.--flag vessels and crews from foreign competition. It spends another $450 million from the Department of Defense (DOD) to manage the Ready Reserve Force and fund the Maritime Security Program, both of which rely on privately owned commercial vessels that agree to be promptly available to the military in case of a defense emergency.

Chief among these programs is the Operating--Differential direct subsidy program, which pays U.S.--flag vessel operators the difference between the costs of shipping cargo on a U.S.--flag vessel and the costs of shipping on a foreign--flagged vessel. The Ocean Freight Differential program, which was authorized by the Food Security Act of 1985, subsidizes a portion of the cargo preference costs on agricultural food aid shipments for commodities exported with grants or loans from the Department of Agriculture. Cargo preference laws require that 75 percent of such exports be transported on U.S.--flag vessels. The Jones Act (the Merchant Marine Act of 1920) requires that cargo transported between two U.S. cities be carried on U.S.--flag vessels and imposes numerous costly employee mandates on U.S. fleet owners. MARAD also manages and maintains the merchant ships retained in the Defense Ready Reserve Force with funds provided by DOD. "
