In full: "...visual inspection of the Las Cumbres (Panama) urban-development area, of the Calle de Lago ["Lake Street"], and the [public] easement through the property owned by Mr. X."

In English, an easement is a right of use over property owned by another party or person. There are more than twenty different kinds of easements, which you can read about in Black's; but in this passage, the easement is most likely a public one.

Note that in this context, "urbanización Las Cumbres" doesn't mean "urbanization of Las Cumbres," but rather refers to a suburb (or, more generally, an urban-development area) whose name is "Las Cumbres" ("The Heights").

Bearing in mind that part of a translator's job is to provide information in a way that relieves the reader of the need to ask for simple explanations, and also in view of the fact that the ultimate reader of a translation may have very little familiarity with the source language, in documents like this one I usually take a few steps to forestall any confusion -- such as, for instance, capitalizing the "c" in "Calle," so that the reader understands that this word is part of a proper name, and including the English meaning of the phrase in brackets.
