EX POST FACTO SUGGESTION: "for the preceding year,"


Explanation:
...because "for expired year" is hardly fluent English. If you're going to go this route, it would be less jarring to the readers of the translation to say "...shall be paid on January 21 (or on the following business day) for the preceding year." Seriously...
