I don't really understand what is going on here, but contextually it would seem to suggest that "afectar" here is being used in its accepted sense of assigning or allocating (A Dictionary of Legal Terms, Alcaraz-Hughes-Campos, p. 637).

La afectación de la declaración SIMI puede ser de manera parcial, es decir, que sus saldos se pueden utilizar en distintas declaraciones de importación, en cambio, una destinación de importación para consumo no podrá afectar a más de una declaración SIMI.
La declaración SIMI estará en condiciones de ser afectada a una importación a consumo, a partir de que todos los Organismos que hubieren adherido al Régimen, hubiesen aprobado la misma, implicando esto, que el estado de la declaración SIMI pase a “Salida”, para lo cual se correrá un proceso cada hora que actualizará los estados.

Procedimiento para la afectación en el SISTEMA INFORMÁTICO MALVINA de la declaración SIMI
Consideraciones Generales
La Afectación de la declaración SIMI en una importación para consumo se realizará a través del Sistema Informático MALVINA (SIM), mediante un Despachante de Aduana o los Importadores que se encuentren adheridos al régimen de la RG AFIP N° 333.
La declaración SIMI podrá ser afectada cuando el estado informático de la misma sea “SALIDA” y puede afectarse en más de una destinación de importación para consumo; al momento de afectar/convertir la declaración SIMI a una importación, los datos relativos a cantidad y valor FOB unitario son modificables dentro de márgenes de razonabilidad establecidos por la AFIP.

ANEXO I

Los estados de la declaración efectuada a través del Sistema Integral de Monitoreo de Importaciones (SIMI) son:

OFICIALIZADA: la declaración se registró en el SIMI y aún no ha tenido la intervención de todos los organismos competentes.
SALIDA: La declaración ha sido intervenida en forma completa por todos los organismos competentes y ha tenido decisión satisfactoria sobre un ítem/subítem -como mínimo- de todos los organismos, permitiendo su afectación.
OBSERVADA: la declaración ha sido observada parcial o totalmente por algún/os o todos el/los organismo/s interviniente/s.
CANCELADA: la declaración ha sido afectada totalmente a los subrégimenes alcanzados.
ANULADA: Este estado puede darse en TRES (3) situaciones:
5.1. Anulación por el declarante de la declaración aún no afectada.
