No sé si realmente el texto distingue entre licitador y licitante. Creo que la confusión es sobre quién propone el cronograma de tareas.

El original dice: "el cumplimiento total del cronograma de tareas previsto por el licitante...."

Debe quedar claro que el cronograma de tareas lo propone el mismo oferente (es decir, el licitante)cuando presenta su propuesta, y es el mismo cronograma que se compromete a cumplir si se le adjudica la licitación. ES DECIR QUE LO PROPONE, Y TAMBIEN LO CUMPLE.

Cuando habla del "cumplimiento del cronograma de tareas", NO SE REFIERE A UN CRONOGRAMA PREESTABLECIDO POR QUIEN LLAMA A LICITACION, SINO POR EL MISMO OFERENTE.

Sería: el cumplimiento del cronograma de tareas previsto por el (mismo) licitante (cuando presentó la propuesta).
