My father is a translator and is translating a Construction and mechanical equipment safety manual from Spanish to English.
I googled CIERRE Y ETIQUETA HACIA FUERA, but I can't seem to find anything that matches it.
It means: "Lockout/Tagout (LOTO)" refers to specific practices and procedures to safeguard employees from the unexpected energization or startup of machinery and equipment.
I found this on another board:
