It is from the safety instructions for a machine tool. The section the term comes from talks about the precautions to take while tuning and operating the machine.

The term appears in this sentence:

"Los interbloques y desembarques de seguridad dispuestos en los volantes, deben encontrarse en posición antes de poner en marcha la máquina."

Asker: I also thought that it might be a typo for "desembrague", but whether it actually is or not, I'm not sure (that's why I asked the question). But if "unloading" doesn't fit here--as you suggest--then I suppose it probably is "desembrague".
