Spanish term or phrase: Libreta de Enrolamiento/ facultades generales/socia integrante/acciones societar
....Dichas personas se encuentran autorizadas para ejercer todas las facultades generales propias de la representación, para manifestar la voluntad de esta sociedad como socia integrante de la sociedad subsidiaria...
Paolas
English translation:>> please see below <<
Explanation:
As noted above, a "Libreta de Enrolamiento" is a[voter and draft] registration card. As for the rest, the text sounds like an excerpt from a general power of attorney, such as a power of attorney granted by a company to the members of the law firm that the company has retained:

"...The said individuals shall be authorized to exercise all the general powers customarily granted to representatives, in order to indicate the intentions of this company [in its capacity] as a partner in the subsidiary company..."

The "said individuals" in this case would, of course, be the lawyers.

Instead of "indicate," you could say "make known." The tone is more formal, but the phase is accepted, especially in legal documents.

Lastly, one alternative for "...exercise all the general powers customarily granted to representatives..." would be "...engage in all activities for which representatives are customarily authorized...." Please note, however, that in proper English, "faculties" are never "exercised" or "performed." Instead, powers are exercised, and duties are performed.

Cheers, HC

Explanation:
I´m from Argentina so: it´s a kind of identity card for men where their assistance to vote and their compliance to the obligatory military service is registered. Now, as the military service is no longer obligatory, this card has been replaced by the D.N.I, Documento Nacional de Identidad.
