It is some sort of degree in Administration, but not at the highest level. The "técnicos" in general are graduates from trade schools, to which they go after having completed the secondary school, but do not have the level of a University. Therefore, I would exclude a MSc or doctorate amongst the possibilities. You could say expert or, at the very most, BSc.
The definitions that Routledge gives for some other similar titles may help:

técnico = engineer
técnico financiero principal = senior financial officer.
According to Collazo's technical dictionary, técnico can be translated as technician, engineer, or expert.

Another possibility. However, NOT a BSc, these courses are 2-3 years long (4-6 semesters). They are, however, imparted at universities. The reason I don't say "expert" is that "Experto" in the Spanish system is a "título propio" not recognized by the Ministry and not good for convalidation, whereas this one is.
