Explanation:
That's the usual term for the things politicians say they will carry out if elected and never do ;-)

The PP is a conservative party similar to the Conservatives in England. Their regional branches have a little more autonomy, due to the "federal" nature of Spain. Their triumph at the elections was interesting because they are tarred with being the inheritors of Franco's view of Spain. Their election as the Government, marked the first time the Right had come to power in Spain democratically since before the Civil War.

See vasco´s explanation first. Just to add that "committment" has more obligation than "pledge", which is more related to "promise". In this case, talking about elections, pledge would be more appropiate ...you know politicians
