Presumably you want the reader to get the sense of the sentence, not the word, and to follow the argument. Hence, I suggest an inconspicuous rendering.

Reading, implementation, interpretation, ...: depends on the context, where's the problem, in reading it, implementing it,...?
Rule, law, norm, ...: again, it depends but rule or law sound to me more like it.

I'd like to say "reading" or "interpretation", but that is a function of the people who apply it; if, on another hand, the norm really does lend itself to a literal reading (i.e., its a fault of the norm), maybe this is better.
