"Las Foces" sounds like a proper name in which case it should be translated. My dictionary doesn't list "foz" but the best rendering of "hoz" that I can think of is ravine or defile. I have a lot of personal experience in environmental and conservation topics.

Explanation:
I pulled up the same page as Luis Luis did, but I agree with Jo that it does not refer just to the name of the place but to the ravines or gorges or the surroundings.... it is the natural habitat for the vultures....

Perhaps, it is a bit off, but you could translate it as "Environmental Interpretation Center" ?
