Explanation:
Sound terrible, whichever way it is translated to English. I would avoid it if possible. Firstly, there may not be an equivalent, and secondly, from the context it seems hardly important other than as 'deputies and members of government bodies' and if you can't/won't go to a GREAT deal of trouble to locate it (I tried, found no exact match) then I would label it as above, OR consult an expert friend/author who will describe its functioning.

Thus:

...deputies and members of governing bodies/committees (specifically the Junta Directiva del Poder del Estado), attended...
(from the context it remains sufficiently clear)

I did find links which describe the constitution of Nicaragua in terms of 4 powers of state -executive, legislative, judicial and electoral, but I NEVER found 'Poder del Estado' as one item! So I assume it means ALL of them. The Junta Directiva is probably the 'body' that governs their functioning.

I think 'governing bodies' is adequate for the text, is not exclusive and is general/ambiguous enough not to drop you in it!

Hola. In Nicaragua there seem to be different "poderes del estado"(2nd link):ejecutivo,legislativo,judicial,...I think your text should tell which power it is refering to. Upon this context I'd go for "poder legislativo del estado" (literally: "legislative power of the state"), that is, the one that passes laws, which is what actually ends up happening in your text. good luck with it :)
