Explanation:
"Dirección General" would generally refer to the (State) Office for a particular area, e.g. education, so I would suggest Office for Culture and Education.
However, if, as you say, it's a secundary role, then perhaps Culture and Education Management.

I'd go with Parrot,


Explanation:
but I would definitely prefer "Office" over "Bureau". The latter is used (as in FBI), but I've a feeling any new ones would get named "Office".
