From a Colombian report on a money laundering. I'm not sure what's meant by "Previas" and "radicación no. X":

"Mediante labores de inteligencia se pudo establecer que contra el señor FULANO, se lleva unas Previas en la ciudad de Cali por enriquecimento ilícito según radicación No. 8898, abiertas el 16 de novimbre de 1992".

Hi,
Diligencias previas is an Inquest or Inquiry or even a Preliminary investigation.
Radicacion = radicar una causa = bring suit/a charge etc. radicar apelcion = present an appeal.
Depends on the context but I would think it means a lawsuit brought against aome-one or some company.
