"cíclico" does not make much sense to me - if anything, you want to provide COUNTER-cyclical stimulus :-).

But you can use "cyclical" to remain faithful to the source.

I'd prefer stimulus/stimuli to "incentives", as to me incentives are usually fairly targeted at (groups of) individuals or companies, while "stimulus" is more general and therefore more frequently used in the context of governmental attempts to boost the economy.
