Spanish term or phrase: en orden a la justicia
This appears in a Mexican certificate of completion of an engineering program. El sustentante fue interrogado por todos los Sinodales sobre temas generals del área teórica de la carrera ... y su disposición para el Servicio Social en orden a la justicia.
I would also appreciate suggestions on the best translation of "sinodales."

in accordance with the law / synodal

Explanation:
I agree with the previous proposal on the first question. As for sinodal, it comes from sínodo (synod). This is what I found on synod:

Main Entry: syn.od
Pronunciation: 'si-n&d also -"äd
Function: noun
Etymology: Middle English sinod, from Late Latin synodus, from Late Greek synodos, from Greek, meeting, assembly, from syn- + hodos way, journey
Date: 14th century
1 : an ecclesiastical governing or advisory council: as a : the governing assembly of an Episcopal province b : a Presbyterian governing body ranking between the presbytery and the general assembly c : a regional or national organization of Lutheran congregations
2 : the ecclesiastical district governed by a synod
- syn.od.al /'si-n&-d[^&]l, -"n@-; s&-'n@-d[^&]l/ adjective

I would guess that in your sentence todos los Sinodales means all the members of the Synod - but I could be wrong. Anyway, hope that helps a little. It would be good to get an opinion from a Mexican.

Have fun!
