agree  philgoddard: I'd leave out " y vigilancia" - it just means the same as "seguridad".

  -> Thanks again, Phil. I think "y vigilancia" is attached to "unidades habitacionales, etc." - "monitoring of housing units, etc.", so I'd be inclined to leave it in. I suppose you could say "surveillance" either for "vigilancia". http://tinyurl.com/7cazwul
