Spanish term or phrase: Cartilla Liberada
This is the card or book that shows that Mexicans have completed their mandatory military service. Would this be called a RELEASE CARD?

Militar Service Card or Prove of Military Service
Explanation:

Military Card (Proof of Military Service)

Explanation:
I agree with the previously proposed answer. There are two kinds of cards issued: the "Pre-Cartilla" (before service is completed) and the "Cartilla Liberada", as proof of completion. The "Cartilla Liberada" is one of the documents required for men over the age of 18 to obtain a Mexican passport.

I believe this is called "Military Discharge" in the U.S.

Explanation:
(it may not be the same as a card, but it serves exactly the same purpose). One receives his Military Discharge (some people say in slang "walking papers").
