I don't really think it necessary to mention "photostatic copy" as I believe "true copy" would be sufficient--but that's up to you.

Also, "que se ha tenido a la vista" basically just means "that has been presented or submitted (in other words "seen").

..but the stamp on any certified copy in USA contains the following sentence:

"CERTIFIED TRUE COPY."

So, I guess, that is the equivalent you are looking for.

Estoy de acuerdo con Terry. Pero considero que "que se ha tenido a la vista", se refiere a que justamente se ha visto la fotocopia....no que fue presentada o enviada.

A los efectos de la autenticación, no es un detalle el hecho de que se ha visto lo que se certifica.
