el cuerpo de menos = the (academic) body of very little importance.

To me it is the same usage as the common expression: "Eso es lo de menos" which means "That is something of very little importance."

Explanation:
Para mi falta contexto - tiene que ser "de menos + alguna cosa".

Sin embargo, una de la acepciones de "de menos" es:
falta de número, peso o medido.

En este caso sería "de menos peso" y allí se traduciría como "the academic protocol of the less relevant entity" o algo así.

Podría ser "powerful" ó "authoritative".

Explanation:
de menos might be an adverbial phrase referring to rompe, saying they they didn't break off from the protocol enough, or as much as they should have or something like that. i have heard de menos used in similar context.
