The "line management" side consists of "line managers," who are responsible for deciding policy and running the company's main activities (manufacturing, sales, etc.), while the "staff management" and its own "staff managers" are responsible for providing the support services (accounting, warehousing, personnel management, plant maintenance, etc.). -- To avoid confusing English-speaking readers, I'd suggest translating "los salarios del personal de linea" as "the wages of production-line personnel," which clearly fits the context.
