What does it mean here? Neither of the meanings I find for "auspiciar" ("patrocinar, favorecer" and "presagiar, adivinar, predicir") fits, precluded as they are by that "no viable".

No creo que sea necesario insistir en los problemas que genera una concepción de democracia directa de tipo referendario, basada en la instantaneidad de la toma de decisiones, sin mediaciones deliberativas ni institucionales. La extensa literatura sobre democracia deliberativa , nos muestra la importancia extrema que los procesos deliberativos y participativos tienen en una concepción plena de lo que es una democracia liberal. Siguiendo a Habermas, se afirma que las decisiones en democracia se cargan de valor y significación, más sobre la base de la transfomación que sigue a la deliberación, que sobre la simple agregación de preferencias. Por lo tanto, toda incorporación de las TIC a los procesos de toma de decisiones públicas, debería tener en cuenta ese profundo carácter deliberativo de la democracia. De no ser así, podría ocurrir que esas decisiones pudieran ser notablemente inconsistentes entre si, o bien que estuvieran demasiado afectadas por situaciones emocionales coyunturales. Por tanto, deberíamos dirigirnos hacia perspectivas en las que fuera posible o imaginable, utilizar los potenciales comunicativos y de toma de decisiones colectivas que las TIC sin duda presentan (y que ya han sido probados en contextos privados u organizacionales ), sin que ello hiciera perder capacidad y calidad deliberativa a todo el nuevo proceso decisional inspirado en un acercamiento a los valores de una democracia directa que siempre ha sido vista como **auspiciable**, pero no viable."

Cecilia, "favorable" doesn't mean "worthy of being favored", it means "favoring, auspicious", as in "favorable weather" for a picnic, or "positive, encouraging", as in "favorable response". Tricky and idiomatic, this.
