This is basics, but still: the interval is the time between one figure and the other. The figures refer to amount of places for rent offered. These figures have increased, plummeting prices. Can't be clearer. If you don't understand something you should refrain from disagreeing till you can understand. Literal translation isn't bad when there is no better way of translating something correctly.

Your answer is a literal translation that doesn't answer the question - you haven't explained what the "interval" is. This is where human translators have the advantage over computers - they can look at the surrounding context rather than just substituting words in one language for words in another.

What is an appropriate translation? Someone else's translation? No, you have to do a parallel between the spanish meaning and the english meaning and considering the usage in target and origin countries. When a term is not a very complex one, as in this case, I don't think it is necessary to deliver definitions in both languages with the corresponding references. With the "usage" it should be enough. That's my view, at least.

I'm just not sure what "ofertas" are in this context. Does it mean offers to purchase property? Either way, they appear to be less frequent.
I'm not sure how I'd translate "en los últimos semestres" either, especially since it refers to "en los últimos trimestres" further down - I'd be tempted to take liberties and translate "semestres" as "quarters".
