this refers to the particles in the ballast when subjected to weight or stress- a literal translation?
Explanation: If so then "acceleraciones de balasto" refers to the "free-surface effect" of liquids in tanks.
If ballast tanks are not completely full the ballast water will move with the ship/boat in the waves and develop waves of its own, causing an increase in the rolling amplitude (inclination) of the ship due to external waves.
