In answer to your question, not quite. It sounds more as though a user needs to have the privileges of a Financial System Administrator in order to record, register, or (my favorite) formalize the implementation of the customizations.

This practice of having different privilege levels for different system users is a normal part of system operations. Usually, the more sweeping or powerful the change being made in the way the system works, the higher the privilege you need to have. It makes sense here that anyone who is going to make changes in the function(s) of the software (i.e., customize it) should hold a fairly senior position among the system administration staff. For instance, here in the U.S., and particularly in the ueber-tech San Jose and Seattle areas, the formal rank of "superuser" (with all the attendant privileges) is not uncommon.
