Spanish term or phrase: replanteo
From a tender specification relating to telecommunication systems:

"Se considera como un fijo por emplazamiento que trata de valorar los costes fijos independientes del volumen de la obra como replanteo, cartografía.,etc"

and in another part of the document:

Esta acta de replanteo comprometerá al contratista a la ejecución de la obra por la valoración que corresponde de aplicar el preciario que ahora se solicita en los siguientes aspectos: (!! - what a phrase!)
ltrevitt
English translation:stake-out...sourcing
Explanation:
If there is in fact an 'obra' i.e. specifically 'construction' of a building, then 'to stake out' or 'staking out' or 'stake-out' meaning: "(con estacas) colocación de estacas en el suelo para indicar la situación de la fundación de una estructura a construir"

However, if the 'replanteo' refers to 'obras de telecomunicaciones', the the word could be 'to source' or 'sourcing', meaning: "rediseño o modificación del equipo existente para eliminar una fuente de interferencia de radiofrecuencia'

A suggestion for your 2nd sentence (sounds like the 'tenderee' is asking the 'tenderer' to commit itself in terms of rates for individual items: I exclude a trans. of 'obra' as it will depend on the context, possibly 'job'?)

This stake-out/sourcing act/deed/contract (?) commits the contracting party to carry out the....at the price corresponding to an application of the rates (?)that are requested/required to be defined* as follows:

* I put the 2nd choice, because if it's a deed, it's imprecise to simply say 'requested'...

Explanation:
Replanteo son las marcaciones en el suelo(líneas, puntos, etc. que indican las bases de las estrucutras de contrucción, posición de equipos, etc.) previo al inicio de la construcción propiamente dicha. En Simon & Schuster encuentro lo siguiente: Replantear = To mark out the ground plan of a (house).Espero sea de ayuda.
